Dogma Kingdom
In Kamen Rider Super-1 the first of two groups to wage a war of terror on the people of Japan was the Dogma Kingdom lead by the evil Telemacro.

Instead of staying hidden until the end the leader of Dogma Kingdom was seen from the start. Bells which hung down from his chair rang to announce his appearing. Played by Shoji, Akira.

After all his subordinates have been killed Mega Shogun transforms into Death Buffalo to take on Kamen Rider Super-1 himself.
Episode 23: Kaiser Crow (Kaizaagurou)
After Mega Shogun's failure to kill Kamen Rider Super-1 a desperate Telemacro has himself transformed into Kaiser Crow and tries to kill Super-1.
